You situation is clearly an anomaly so it's not easy to tell you exactly how to recover from it.
Reopening the Work order seems a good and safe approach, you can use the function FUNMREACT to reopen a closed work order (if not costed).
But if this fails or if the WO is costed then you would need to delete in the table STOALL the related allocation record (can probably select it using the WO number) and then run the stock resynch FUNSTOR on the related product-site.
Deleting record in table is clearly a dangerous operation that should be exceptionnal & tested. Do not hesitate to involve your Sage X3 partner in this procedure.
So please if using the 2nd approach be sure to run all appropirate testing before doing it on production folder.

I have never seen this error message and I don't know in which function this error is generated. So I can't describe step by step the way out.
If the work order is not closed, my suggestion would be to simply deallocate the work order before closing it again.
