As a general rule, it is difficult to produce a report on "negative data." I.e., give me a report of data that is not there. If you think about it, it is the logical equivalent of tell me what I don't have. Well, that could be just about anything......

You might have better luck with a WIP (work in progress/unbilled entries) report (you want it to be as close to Zero as possible), and a report showing the DATE OF LAST BILL to see if you have not sent them anything in a while.
