The best way to address this is to use a deduction that is setup with a Min. and Max Based on Pay/Deduction Amount. This setup for a deduction code can be found in the Employee tab of the Payroll Earnings and Deductions screen. At the employee level the deduction can be setup with start and end date amount and Lifetime Maximum.
