Run as Administrator

I ran as administrator and even tried turning off UAC

Register it manually.

How can I register manually?

With REGSVR32.  If that doesn't work, re-install by running as Administrator.

When I try REGSVR32 - I get an error saying "To register a module, you must provide a binary name"

I have been running the Sage 300 ERP Software as administrator and still get the error in relation to crystal reports.

Google how to use REGSVR32.  

And I didn't say run the software as Administrator, I said install it as Administrator.  And turn off UAC.

In addition to Jay's suggestions, I would also suggest disabling DEP (Data Execution Prevention) as it often does not play nice with Crystal.
