That's a very difficult one to give you an answer to without knowing more about how you have set up your rate rules.

The default rates for clients can pull from 60 possible rate sources (20 from the Timekeeper, 20 from the Client, and 20 from the Activity). Since I know know how you have set yours up, it is difficult to tell you how to change it easily.
