I think you are using the wrong tool for the objective.  The Discount feature that you see in the Client information is for when you are offering the client a Discount IF THEY PAY FAST.  The sort of 2/10 Net 30 idea from days gone by.

What I think you want to do is a -10% Adjustment to the Total Charges on the bill, and show that to the client so that they see that you have discounted your bill and have a message that says something like Courtesy Discount or Contracted Discount.
