Timeslips upgrade 2012 to 2015 catastrophic failure error

Trying to upgrade timeslips2012 to 2015, but shortly after the installation begins I get an error...

Error: Catastrophic failure

The computer is running Windows Vista.  I've tried rebooting to remove any remnants of 2012 still in memory.  I've tried running the installer as admin.  All no good.  I would try installing it on another computer, as they have XP, Vista, and 7 mixed environment, but I am concerned that it still won't install on this PC, leaving this user unable to work in timeslips.  Please advise to how I can fix this issue?

    Have you tried turning UAC all the way off? Probably worth a try.

    You should be installing to your server or the computer that will house Timeslips data first.  Users should have full rights to the server Timeslips program and data folders and should be local admins on their computers and UAC should be turned off at least for the install on the local machine.

    Please note that once you get the server installed, you don't use the downloaded executable.  Use executable in \timeslips\loclinst on the server.  Lastly, Timeslips 2015 probably won't install on XP as it has not been supported by Microsoft in about a year.

    Killed UAC and it installed fine.
