I would try to reinstall BDE.  Timeslips Certified Consultant Terry Rosenthal has created a good PDF of how to do this, and made it available at: www.tsrconsult.com/.../TSR-Consulting-Timeslips-Reinstalling-BDE.pdf

Give that a shot first.
