Hmm, sort of depends what you mean by that.

That phrase is a Section Title that announces the Fee section on the bill.  You can edit it in the layout editor, but it is fairly limited in size.

What sorts of language would you like to add?  Perhaps there is another feature that is better suited to that purpose.

You could add a text box to the bill layout that includes the additional language, or remove the Professional Services words and put in a text box.
