Yes, we have successfully installed v7 on Windows 2008 environments.  If you are experiencing specific issues, you can ask here or it would be quicker to contact your Sage Support.

We managed to resolve the issue we were having.

It was to do with Syracuse license which was not being copied to the specific folder during install due to user rights issue. Now Syracuse is running and so is Sage X3.
