Rate Sheet is inactive - Can we reactivate?

In Service Management, we have a rate sheet that must have been changed to inactive. I went to Setup-->Service-->Rate Sheets to see which options we have. When I click on New and try to re-add the rate sheet that was inactivated, I get the error "The Record has a Key Field Containing a Duplicate Key Value [5]." Maybe that is because I was using the same name.

I'm not 100% sure that someone accidently made it inactive. But if they did, is there a way to reactivate it or do we need to create a new one and rename it?
