The broken link icon indicates that there is no link between the AP vendor and an Address Book (AB) Company. If you cursor is in the Vendor name field, you can click on the binoculars icon and find the appropriate AB company.

 The link is automatically created when you create a record, like Setup>Vendors. You may need to research the reason that it is unlinked. The AB company gets linked to AP Vendors, AR Customers amd Estimating Sub/Vendors. The AB record will also get integrated in other areas like PJ documents.
