Issues getting the API to work

~ I hope I am posting in the proper place - if not please direct me to a more appropriate forum

We are having trouble getting the API to work properly.  We currently have the following software installed on a Windows 7 test PC:
- Sage 100 Contractor 2013 (18.3.28.1)
- Sage Timberline Office Standard Edition 9.8 (9.8.0 Rev 3 CD)

On this test PC we have an estimating database (pei.dat) and are trying to connect with our test company on the network.

We have created a security group called "API" and gave it 'Save' and 'Delete' rights ("Yes" in each column), and gave it a group number of 51.


We then created a user called "APIUser" and assigned it to: Group 1: API, and Group 2: (one of our other groups we created)  {Note: per the instructions "Setting up an API User And Password" "Creating New Users" step 5 reads "In the License Group cell, enter the license group as required" - - I don't see a column called "License Group"}

I started up the API and it is "Accepting Requests" {though the "MB Data Drive" only points to the network drive (in our case, drive "x") - If I should be able to drill down in the file structure of drive x I don't see a way}

I have gone through the steps to set up Job Cost information and got the message 'c:\....\pei.dat changed successfully'.

In Estimating, I open the database, then go to Database Settings (and select the network company in the Company Folder area), then on the Job Cost tab I verified that Job cost interface type is "Sage Master Builder" and I select the company in the Master Builder area. I add the user "APIUser" and the password we gave it, but when I click OK I get  a popup with the following error message.

In order to resolve this error, please verify the following

- The Sage Master Builder API Security settings are configured for the task you are trying to complete

- The API Security group exists in the Sage Master Builder Company Security

- The User Name specified is a member of the API security group in the Sage Master Builder Company Security

- You have entered a valid User Name and Password

Does anyone have any idea what might be causing this error? (or can you point me to some additional resources where this question may have been asked already?)

    Oh I should also clarify that we upgraded to Contractor 19.2 and Estimating 13.1, which cleared the initial error above. However, we encountered a similar permissions error message when we tried to run Interface>Budget... So clearing the Lock Edit box fixed that 2nd error.  Sorry I just remembered it was a two-step process to get everything working cleanly.
