I would start with an Invoice list (menu 3-1-2) since they are editable (the "modify report" button is available at the top.  Just 1)  add the ability to group by PM (which needs to be assigned at the job level) or 2) add the ability to run the report by PM in the selection criteria (rather than grouping).
