Its an ugly report with too much data, but the Timecard Journal~Long reports 5-2-8-51 to 5-2-8-72 will give it to you.

A better solution is to build your own query in 5-2-2 that grabs the total overtime pay field for each payroll record and totals it. Queries are a great way to quickly report out data found in the system.
