Unfortunately you cannot restrict access to certain employees within payroll records.  You can hide the salary amount field at menu 5-2-2.  OR you can have them enter the field employee payroll using daily payroll or daily field reports.  But someone else will need to import and process payroll at menu 5-2-2.
