We are a government contractor, and need to provide a submittal log to the government that includes All Submittals and their status. Has anyone been able to generate a report for this that meets government requirements ?

The 6-11-4 submittals menu contains that info already. You could set up one record per job, and use the grid at the bottom to track all the individual submittals. Report #26 is basic info and can be modified to gov't requirements. Or you can create separate records for each submittal and modify report #36 which is already sorted by job. If you don't know how to customize reports and forms, please contact your certified Sage 100 Consultant for assistance.
