After reviewing your issue, you are correct, there is no option to globally change the Employee on hold status in V2015. I will report it to our engineers to review and possible to resolve in a future release. Sometimes it does come back as a design change due to modifications in the new version. I also research if the hold status could be imported into the program, and it cannot. At this time, you would have to make the change manually in Maintain Employees.

This is a disappointment to me because I use the On Hold feature often. Now it will take me much more time.

PJ - When you are in the KnowledgeBase on the Portal (support.na.sage.com) - for the search words just type in the KnowledgeBase article # "75540" or the title "Cannot change the Employee on hold status in Employee Global Change."
