How to commit parts for subassemblies, when short pieces

We use subassemblies that are built out of some inventory parts.  Some parts are always in stock, and others are ordered just for the subassemblies. 

We do not build the subassemblies right away because parts included in them will go negative.  Is this an issue?

What has happened now a bunch of times is that someone sold parts that were destined for the subassemblies but not yet committed even though the order was entered with the proper subassembly amount. This left us short, or customers disappointed when they were promised a part sales thought was in stock and available. 

Is there a way around this?  How can we make sure parts commited counts are accurate with out going negative on the parts that we are waiting for to finish the assembly?
