Report on Vendor Purchases including Open POs

Is there a way to pull a report on a particular vendor to include all purchases year to date including any POs that are still open?

I can't seem to find a way to do this.

From what I have seen the open POs are not included in the purchases due to the fact that the costs are not calculated until they are closed and that until then the costs can be changed.
