I had this same problem in a test environment so we never upgraded to Excel 2013 and are still using Excel 2010 on our terminal servers where Sage 500 is installed.

Which version of Sage 500 are you using?  Sage 500 v2014 is supported with Office 2013.

I've seen issues like this when you open an existing data porter file to import data rather than creating a new mapping in excel.  We have a defect already reported on this: Issue ID 49445

Knowledgebase - Article 42269 -  "Import task does not launch in Data Porter when launching from a secondary Excel sheet"  gives a work around.
