Fatal Error in Committing a Shipment

I am trying to commit a shipment and have printed a packing list. I am getting a Fatal Error saying a packing list with contents must be printed. How can I get this commited properly?

There are 2 pack lists - pack list and pack list with contents. Check the customer master - required shipping documents may be checked.
