Blank help screens

This is happening in 2 recent installs - one on version 2012 and the other on 5.6.  The workstations are Windows 7 in both cases.  The programs are on the server.  When they use the Help option, they get a blank screen.  I had them modify their respective registries as if they were getting the Navigation error but it didn't help.  Is it a rights issue to the Help directory?
