In database setup, edit DB and provide Server/Host Name instead of IP address in "Data Source/Server" option.

Thanks James and Jay reply, I found that the problem caused by Server/Instance setting when connecting ODBC driver. When I use the latest SQL native client to link, I cannot type instance to connect which make the "Connection to fail" issue. However, when I use the traditional SQL Server ODBC to link, I could type instance to connect which make Ops inquiry connection success.
